Balance:
- All buildings have become cheaper, on average by 50%;

Fix:
 - Level 90 global character transforms into a level 30 character upon entering the game; 
- Timerite spear and ax were not displayed; 
- Item leaks have been buffed and improved as a softer alternative to wipes; 
- Improved NPC target search (slightly); 
- Private chest must be built for free.
